Ruwen could control his degree of dilation when he was slowing his mind down, why couldn't he do the same with last breath? Here we see him dropping in and out of it, which makes sense while using harmonic sight, but when he used his soul power to try and break the rest of the barrior why wouldn't he give himself the time to percive and react? Maybe stopping at 1% soul power? Could be considered a minor plot hole, as clearly we needed the soul vault opened for next chapter. But also In general that should be an application of hisbpower he already has that he isn't using.
