If you're looking for color suggestions, I'd say make the tail something close to the color of her natural tail: a blue or green, perhaps with a lighter shade on the ventral side. For her skin/hair, how about Mediterranean dark olive skin and dark hair? It'd be decent camouflage for a sea creature. With bright colored clothes and accessories for contrast. Looks amazing!

I feel kinda bad for her given how devastating her injury looks to have been, and amazed she managed to survive it, she must have been rescued and treated quickly. Perhaps a shark chomped her tail off but someone was already trying to save her and managed to spear the shark moments later, but too late to save her from being crippled, but they managed to get her away before more sharks came from the blood in the water to get treated? She looks cheerful though, so maybe her injury was a long time ago, when she was still a small child, and she had adapted admirably since then?
