The Dinosaurs are just not really around the major cities, I believe there was a scene in DBZA where they talk about it when watching the news. I believe it was around the "look at the poor Saiyan/Namikian lost and forgotten to time" Bit. The news was when cell was blowing up the military after he announced the cell games. I think the only time we see the power pole after the start of Z is in the first movie. I could be wrong on that though, I know some things he gets later in the series are given to his wife or kids.
