So just to clear any possible confusion, Enies Lobby doesn't hold any prisoners. It's a judicial island where prisoners are taken, given a sham trial (they're already assumed to be guilty), then carried through the Gates of Justice and finally taken to Impel Down (the prison) which is on another island beyond those gates.
