Okay, I don't think it was smoker, I like the theory that it was Crocodile is the reason that the rain came. That may sound odd but as soon as Croc got knocked out the rain started and if Croc was devoting a portion of his power to stopping the rain, as soon as he was knocked out the rain would be allowed to fall. I believe at some point Oda confirmed that Ace stopped the snow when he was on Drum Island and that's where this theory comes from that, that type of devil fruit user can affect the weather in a way that deals with their element.
