Maybe you could do special holiday or event alts that you can only see at tier 2 or 3. Maybe you could do the lotto thing but it maybe bumps up your discount up a tier or two if you win. Example is like tier 3 discount for your next commission is like a 10-15% instead of 7% and maybe have it where people can only win once then they can't win again until after like half a year or so
