Snidely's Sensitive Soles

While I don't know of any instances where he tickled someone, he IS one of the earliest mustache-twirling villains who most certainly deserves it. Dudley Do-Right was giving him a taste of his own medicine by lashing him to the train tracks, but then couldn't resist pulling off his boots and giving him a little feather tickling!
