The celebration on Dispelia wasn't interrupted by the recent events. When Luke appeared with the captured Silver Surfer, the crowd erupted into cheers once more. In the second half of the banquet, gods from various pantheons arrived unprompted to congratulate Luke, who graciously accepted their well-wishes and invited them to join the feast.

As all good times do, the feast on Dispelia finally came to an end, and everyone departed except for the Dwarf King Eitri and a group of a dozen skilled Dwarven craftsmen he'd brought along. The Green Lantern Central Energy Battery had been forged by the dwarves, and now they were eager to witness the completed form of their creation.

Luke placed the enormous battery container—standing over ten meters high—at the center of Dispelia. At this point, the inhabitants of Dispelia were all watching Luke's actions intently, wondering what he planned to do.

Only Eitri, the Dwarf King who had discussed the plan with Luke in detail, knew part of it, and his heart swelled with anticipation. If they could successfully activate the Green Lantern Central Energy Battery today, they would have birthed a new divine artifact. The plan was that each future Green Lantern ring would be no less potent than a god's artifact.

"Ion Shark, I'm sure you've been waiting for this moment!" Luke announced, "Today is the day we add a brilliant green light to this universe!"

With that, Luke released the Ion Shark, which had been resting within his system space. Responding to Luke's will, an intense green light blazed from the Ion Shark, its energy piercing the fabric of the universe itself. A powerful force of will began embedding itself deeply within the multiverse's rules.

However, the energy release triggered chain reactions, most notably with the Phoenix Force within Jean. At the same time, fragments of the Phoenix Force scattered across the multiverse seemed to awaken, stirred by this unprecedented event.

A clear phoenix cry resounded throughout every universe as the Phoenix Force within Jean—nearly fully merged with her—began struggling to break free. Had they not been on Dispelia, the power surge from within Jean would have endangered those around her.

Luke snorted dismissively, a sound infused with his commanding power, instantly subduing the Phoenix Force in Jean. Once more, the scene in Jean's spiritual world—where Luke repeatedly broke and reformed the Phoenix Force—played out before her eyes.

The Phoenix Force within Jean quieted, but elsewhere across the multiverse, other Phoenix hosts were less fortunate. The sudden disruption led to the Phoenix Force taking control of its hosts, compelling them to seek out the universe where Luke resided.

As one of the oldest forces in the Marvel Universe, the Phoenix Force embodies life and spiritual energy, symbolizing emotion and vitality. The Ion Shark, as a manifestation of willpower within the emotional spectrum, was irresistibly enticing to the Phoenix Force.

Luke himself hadn't anticipated that the Ion Shark would serve as such a potent lure for the Phoenix Force. However, his main concern at the moment was to accelerate the integration of this new power—one foreign to the Marvel Universe—into the cosmic rules.

Meanwhile, Eternity, observing events alongside his siblings, turned his attention to Dispelia and Luke's actions, "A power not belonging to our multiverse... How did he acquire it? It transcends infinite dimensions—could this be its most guarded secret?" Eternity murmured.

Not only would Eternity not interfere with Luke's endeavor, but he also welcomed it. The creation of a new rule would strengthen the entire multiverse, indirectly benefiting him as well. Eternity sensed a certain incompleteness in this power, a feeling he trusted without question. Through infinite deductions, he could potentially perfect this newfound power, enhancing the multiverse's rules in a profound way.

Thus, with Eternity's tacit approval, Luke's process continued smoothly. However, Luke was not one to grant Eternity a gift freely. The source of this willpower bore Luke's indelible mark, ensuring that any creature wielding it would yield to his will if he demanded it. Moreover, when any chosen wielder of this power died, their willpower would return entirely to Luke.

At that moment, Luke sent the Ion Shark into the Central Energy Battery, crafted just for it. Instantly, an even more brilliant green light exploded forth, transforming the previously gray container to a luminous green. Unlike the original Green Lantern emblem, this battery bore the Omega symbol.

"All beings across the multiverse who possess the strength of will to act may now receive the blessing of this power." An impassive voice echoed within the minds of all intelligent life.

In an instant, countless Green Lantern rings emerged from the central energy battery, spreading throughout the multiverse. One of these rings, however, landed on Dispelia itself, flying straight toward Bobby, the Iceman.

"Is this really mine?" Bobby asked, glancing at John beside him in disbelief.

"I really envy you! This is a power bestowed by God." John said, unable to hide the envy in his eyes. The other mutants around him shared the same sentiment as they looked at Bobby.

Seeing their reactions, Bobby slipped the ring onto his hand.

"Intelligent lifeform detected. Bobby Drake from Dispelia, you possess unwavering and strong willpower. Welcome to the Green Lantern Corps."

One after another, the Green Lantern Rings began locating intelligent life across the multiverse.

"Intelligent lifeform detected on Snow Planet..."

"Intelligent lifeform detected on the star Mist Sharp..."

On countless planets, rings were locking onto individuals. On Earth, a familiar figure also received the Green Lantern's call.

"Intelligent lifeform detected. Steve Rogers from Earth, you possess unwavering and strong willpower. Welcome to the Green Lantern Corps."

"Recite the Legion Oath, and you will be recognized by the Legion, becoming a proud Green Lantern Messenger."

It was because of Luke that this long-lost hero, who had been frozen in ice for decades, was rescued. However, after awakening in modern society, Steve struggled to adapt. Today, while practicing boxing alone, a green ring flew onto his hand, and he heard those words echoing in his ears.

An oath then appeared in his mind:

> *In brightest day, in blackest night,
> No evil shall escape my sight.
> Let those who worship evil's might,
> Beware my power—Green Lantern's light!*

As a World War II veteran, Steve was cautious and immediately contacted Nick Fury to report the strange occurrence.

In response, Nick Fury requested that Steve try to remove the ring for further analysis. However, no matter what method they attempted, they couldn't detach the ring from Steve's hand. Unable to proceed with their research, they eventually discussed the possibility of Steve reciting the oath.

"Captain, all safety measures are in place. You can proceed." Nick signaled after preparing for any unforeseen events.

With a steady voice, Steve recited the oath that had entered his mind. As he spoke the words, a brilliant green light enveloped him, giving birth to the universe's newest hero: *Captain Green Lantern*.
