F1 2009 Mod v0.41 | Bug Fixes, AI Balancing, Better Tyres

This update brings the AI difficulty closer to what it is in default F1 2020. It also fixes a few issues with Monaco crashing the game and AI car control. The custom tyre parameters also improve overall handling to be less understeer orientated.
Bug Fixes;
- Fixed Monaco crashing the game
- Fixed AI lack of car control. e.g spinning on small curbs, losing the rear out of slow corners, etc
Changes;
- Added custom tyre parameters
- Lowered drag for all cars by 0.1
- Final Drive Ratio - 4.58 > 4.54
