During Operation Zero he also used the Senior Citi-zombie outbreak as his chance to release Sector V from the stasis field; giving himself a legit reason to retreat and release them while not blowing his cover. Side-note: It's a FAN THEORY that The Steve was Decommissioned-Numbuh 100 (previous Supreme Leader of the KND before 274) whose been referenced and you've seen in a few flashbacks. It's never been confirmed tho so who knows.
