Here's what the showrunner had to say when asked if episode 22 got rewritten during production: "Just found the original TDI ep22 script - it’s totally true. Can’t remember why we didn’t do this as originally scripted - but definitely not because Novie (LeShawna's voice actress) was sick on record day. I’m sure there was some issue that made it too production heavy - perhaps too many costume changes. Yeah. So in the original outline Leshawna gives her “invincibility” to Gwen thinking she’ll vote Heather off. In the end Gwen flops and votes Leshawana off. Heather says anyone who’d give their invincibility away deserves to lose."

According to one of the writers, they'd finished the script for a completely different episode 22, but had to replace it with a clip episode due to production reasons. The original episode ended with Gwen getting the deciding vote between Heather or LeShawna, then deciding Heather is a complete non-threat and getting rid of LeShawna. So the replacement clip episode just needed an excuse to get rid of LeShawna or else later episodes wouldn't make sense.
