This episode was really interesting and explored a subject that OG My Hero Academia already talked about : people with quirks but no licenses who want to do good stuff, have right intentions, like catching villains, but they do bad stuff for accomplishing it. Like Stain in MHA, like here Stendhal in this spin-off. And the definition of what is a "villain" at the beginning of the episode, pushes the idea that we need to talk about it.
Where is the limit between what is illegal and criminal, who is saying what is right or wrong ? And maybe the rules of this system in place, the licenses, they are here to respond to that ? I loved so much to have Pop Step origins story during this episode and also to learn more about Koichi and why he "failed" the test to enter into an hero school !
