I was proud of myself when we discovered Hawks would talk with Dabi because I felt something was wrong with the guy. But I was prouder here to know that he's in fact a double agent because I couldn't think of him as a rat or a villain. I was imagining that he was threatened, him or his loved ones, but no, in fact, everything is planned here. It can be dangerous : for him if he's discovered (and by both sides ! Because it seems no hero knows what he's doing), and if at some point he's switching.
This episode presented the three main narrative arcs of the season imo : Hawks as a double agent, Endeavor and his redemption arc, and Deku exploring more his quirk and all of what it implies. Endeavor talking with his kids, it was so interesting but so intense ! I'm on their side : you want to change ? Apologize first, then show by real actions that you're changing. Deku discovered how his quirk was created and clearly, the Master was a dictator who wanted his brother to follow him like all of the other sheeps, but I can't deny it's also a question of love, to have the only person he loves with him.

It's explained a little more clearly in the manga, but he was given the mission by the Hero Public Safety Commission - basically the government organization that controls heroes. The only ones who know are the HPSC president and whoever else was in that room. There was also something that I think you missed, and I want to bring it up because it's important to keep in mind throughout this season. When Natsuo was talking to Endeavor, he said he couldn't forget "Mom's screams, Shouto's crying, and what happened to our big brother Touya." I'll let you interpret that as you will, but there is/was a fourth Todoroki child as some point.
