Also surely Rin's should have known or guessed the puppy wouldn't know etiquette... she's a puppy. Unless the other transmigrators Rin has interacted automatically understood etiquette and such.

This is really fun and is an absurd power for a leader. Not only can he directly strengthen subordinates in reward for their deeds, he is also borrowing the (probably) divine authority of the system. “From lines” -> “front lines” in the emperor’s quest.

If so how did they get a large amount of humanity to follow them? was the person who helped save Aiko’s village a human figurehead or poster boy? Also were at the edge of the Empire what is the emperor doing here unless I was right before with him being able to see through created/regular frogs
