FA 2 Public Progress Reoprt: Child Support

How I want this to work is to have a daily amount of gold you need to pay for every child of yours who ends up at Honorhall Orphanage. Don't worry, you can pay in advance, so there's no need to pay every day. Failure to pay over a certain amount of time will result in you being pursued by tax collectors and bounty hunters, sent by a child protective agency type of faction. This faction aims to decrease the amount of child abandonment in Skyrim. Single mothers/fathers that you abandon may also contact this faction, though that might be on an individual basis.
