The Consent issue is complex. Caroline signed a contract giving the Dollhouse permission to erase her memories and personality, leaving Echo as a Tabula Rasa to be overwritten by Topher's machine with a new personality, and that new personality has the ability to give (or theoretically refuse) consent during the engagement.

2023-10-12 00:12:33 +0000 UTCThe thing about the engagement being “moderate risk” is because as far as The Dollhouse knew it included river rafting and rock climbing out in the woods together, which come with risk of injury. He didn’t tell them he was also planning on hunting her for sport— that’s all part of the lie that they discover when they find out he wasn’t even who he claimed to be. As others have noted, it’s revealed through this episode that Alpha was the one who sent this man to the Dollhouse, and specifically to Echo.
