It hypnotizes them into putting it on (maybe Hermione resists a little but Ginny succumbs easily) and brainwashes them into becoming sexy harem dancers. Harry rescues them...eventually...but maybe not permanently!

He basically 'trades' being a forced servant for being a hypnotised slave, but with a far kinder master/mistress.
