I would guess that Vernon is comparing "time is money" and "cheap-talkin'" to like...hustling and being on the grind, being in it for the money, shallow relationships etc. saying that he can solve your problem with "one dime piece" could mean that rather than quickly throwing money at something it's like...slow and meaningful- and that even if it's only "a dime" it's worth more because it's sincere? Cause he goes on to say his ice cream doesn't melt either which I assume is about time moving slowly when you're with the person you love and living in the moment. And it fits with the theme of the song being that you don't need money or fame, only love. I do think it's just a wonky translation but that's my interpretation!

Regarding your question about Vernon's part, it was the English version that's the problem. I don't know who decided on the English version and why and how they decide to proceed with the final. My beat guess is they went with what sounded fitting and cool, even if it went a bit off with the actual translation from the Korean lyrics. The original version is actually a sincere love song... It should be fine I think, BUT Vernon's verse was very different. The whole meaning went astray. (Orig version- Korean, translated by svtranslation) "Poppin, since time is gold Busy, my heart beating for you is the main topic I can solve your problem, that I would Time together like my ice cream that won't melt" (English version) "Poppin', time's money, tick-tockin' Don't you see they're wasted with cheap-talkin'? I can solve your problem with one dime piece Time together, nothing melts in my ice cream"
