Isn't that the Enclave. I thought the NCR was the split from the army personnel going either with the NCR or the Brotherhood. Fallout New Vegas kinda of threw a monkey wrench in the NCR.

It was basically a liberal democracy with a president, states, etc. It's sad that it doesn't exist in this series because the world building in New Vegas gave it some great lore. In New Vegas, the NCR is like the US during the westward expansion, except starting on the opposite coast going east.
