That's a test run, but what they're trying to do is implement more classes like that which would not fall under the university's purview. Their budget is for research not field implementation. So that's why they're asking the government to actually fund it. Also, the fact that it took this long to finally uncover the bodies is very deliberate on the show's part. Besides the kids taking center stage, they wanted other plots to focus more on institutional bureaucracy and it draws attention to how screwed up the system is that it even took this long to find the bodies. The major crimes unit at the beginning of the season already had Marlo on the phone before he was trained by Prop Joe. As you guys said they very likely would have just solved this case sooner if politics didn't get involved with the subpoenas and detectives spiting Bunk over unsolving a murder which ties into the stat game culture. Most other crime dramas would have the dead bodies revealed a lot sooner then do a repeat of case-solving like the previous seasons. This one was more unique and ambitious.
