I believe Will knows he's on an island with the whole Hannibal is the Chesapeake Ripper thing and he also knows that Hannibal is obsessed with being his friend so he's using the only power he has in this situation and trying to see how he can manipulate this relationship to his advantage. It's the only card he has left to play because coming at Hannibal head first isn't going to work. He's too smart.
