Simplest explanation for 12AM and PM is that noon (the meridiem) is precisely at 12:00 between Ante Merideim (before noon) and Post Meridiem (after noon). We give PM to 12:00 noon because it would be strange to go from 11:59 am to 12:00 am to 12:01 pm since 12:01 is post meridiem. Since PM is given to noon, midnight must be AM.
