He is, actor Michael Parks. Not only that, but he has the same character name, "Earl McGraw" in both movies. And, the same actor/character name is also in "Death Proof" and "Planet Terror". His real-life son joined him in the same style in some of them, too. My favorite part of Tarintino's use of Michael Parks is that he also plays a second character in "Kill Bill Vol. II", the ex-pimp, father figure character that The Bride meets with near the end of the movie.
