He was a political appointee to various administrative offices in NY and part of the New York Republican political machine, who was put on the ticket as the running mate of James A. Garfield, an Ohio congressman elected president in 1880, so that Garfield could lock up Republican support in New York. Garfield was shot by an assassin and after lingering for months finally died less than a year after taking office, elevating Arthur into the White House as the 21st President. Expected to be a corrupt crony of his former bosses in New York, Arthur actually turned out to be a pretty decent President, going after political corruption and reforming the government bureaucracy. His health was bad so he didn't run for a second term in 1884, and died shortly after leaving office.
