The Pegasus episode reminds me of something Adama told Roslin early in the series, that the military should serve to protect the people. Cain on the other hand, seems to see the military as a tool to destroy one's enemies. They both have different ideas about what a military is FOR, either a sheld or as a sword, and those philosophies play out as you might expect on their respective battlestars
