I know you're long past this point, but constructive criticism: being annoyed at the bad comedian is the point. He was a bad comedian, and as Patrick above said, it shows what life at Green Grove is like. You're not meant to take it so seriously though.

"Francis Albert" is Frank Sinatra. His last name wouldn't need to be specified in an Italian-American household in NJ. The Melfi family psychiatrist was talking about a famous Jewish gangster, Louis "Louie Lepke" Buchalter. He was trying to divert Melfi's ex-husband from feeling sorry for himself about Italian gangster stereotypes by highlighting his own connection to a non-Italian gangster. During what I guess could be called the "Golden Age of Organized Crime," the Italian Mafia was part of a larger alliance of gangs called the National Crime Syndicate. Italian gangsters worked closely with a number of Jewish gangsters operating in NYC, NJ, Philadelphia, Cleveland, Detroit, etc. Louie Lepke was a major Jewish crime boss, a labor racketeer and a founder of the National Crime Syndicate's liquidation outfit - Murder, Incorporated. Lepke was the only major crime boss to get the death penalty; he went to the electric chair in 1944. The comedian is just meant to be a terrible comedian. I think he's there to show just how boring life at Green Grove is.
