The characters of Watchmen were modeled after old DC and Charlton comics characters. For example Niteowl was based on Blue Beatle, Comedian based on Peacemaker, yes the same Peacemaker that appeared in The Suicide Squad, Rorshach was based on The Question, and Doctor Manhattan was based on Captain Atom. Alan Moore, the author of Watchmen, couldn’t get the rights to the characters so he made up his own.
