Chen wouldnt let goku fight at first cause he is honorable unlike the dragons who dont care for honor, the classic scales of "if we fight like them we will become them"

Basically, the reason the gourd is never brought up again is because this episode is pretty much just filler/non-canon so in the primary canon (the manga) Toriyama never had any reason or need to reference it since this whole thing is just all Toei's stuff to fill in space until the next arc begins. But Monster Carrot is canon however so yeah there's no in universe reason for that not being mentioned again. Though tbf that whole episode was just a set-up gag for the punchline at the end (referencing the japanese children's folktale) where they make mochi on the moon (until Roshi blew their ass up lol)

The gourd is also Wukong the Monkey king Journey to the West mythology. Remember Akira Toriyama was HEAVILY known to be obsessed with two stories. The story of Wukong & Super Sentai which is the original Power Rangers show here in Japan. So literally 78% of Dragon Ball Especially OG DB is influenced by the mythology of Son Wukong. I.E. the letters in Goku's name being from "Wukong", Goku's tale, the Nimbus cloud etc. In japanese Goku is called "Son" or "Son Goku" a lot. These are very popular tales in Japan. Also how ironic that Dragon Ball had an epic journey to the west in pop culture.

So yeah, this little filler train is pretty much all just Toei's way of creating a buffer so the manga could continue ahead steadily. Not always a fan of how Toei drags things out OGDB, but this "mini arc" feels a lot less shoehorned than other filler episodes/scenes. In the manga, the three year time skip between the Fortuneteller Baba arc and the next one was nothing more than that - a time skip. What Goku did during those three years was mostly left up to interpretation. A rather smart move of Toei to use the chance to fill in the blanks and help the world of Dragon Ball feel a bit more lived in.

I mean, it's a fun and charming little side story that Toei added in. Helps the time skip between the last arc and the next to feel a little more like a journey. Might not be very meaningful or impactful to the main story, but it's nice for what it is.

Terror and Plague (known as "Kinkaku" and "Ginkaku" in Japanese) are supposedly based off of a couple of characters from Journey to the West. That of which being the two demon king brothers Great King Kinkaku and Great King Ginkaku. The Gourd of Mist is likely inspired by the Crimson Gourd that the demon king brothers used to suck in their opponents and melt them down.
