He’s tanked force lightning in canon and legends and in legends even added insulation to his suit after starkiller defeated him in their first duel Obviously the theory about him being weak from it comes from ROTJ. What happened there was after Luke cut off his hand the wires were exposed, which allowed Palpatine’s lightning to fry his suit. Now that isn’t to say that Palpatine couldn’t fry his suit without any wires being exposed. He absolutely could. But that’s based on how strong his force lightning is compared to other users Like Palpatine’s force lightning is 10x stronger than Dooku’s
