Shinobi ranking :
Genin (all the kids right now and weaker shinobi like Iruka Sensei) ,
Chunin (people who pass the exam) ,
Special jonin (ninja who excel in a particular field be it genjutsu, ninjutsu, taijutsu),
Elite jonin (Kakashi, Guy are chunin who excel overall),
Anbu black ops (specially handpicked chunin/jonin who are considered the best of the best. Some anbu black ops after serving for a few years retire into a jonin role so Jonin and Anbu black ops are around simmilar strength. Anbu are probably overall more in their prime years),
Hokage the single strongest in the village.
There is also a Sanin rank but you can't train to become one. A previous Sanin has to anoint you into that rank but that's a rank more talked about in Shippuden.
