I definitely Recommend reading or Listening to the 3 Thrawn Books, this voice actor voices the audio books and they take place before this appearance oh him so your good to do that too. And yes it's Grand Admiral Thrawn, the second highest rank in the Empire especially for a non Human

Ventress's story takes place shortly after the Clone Wars, after a book 'Dark Disciples' if you wanna give it a read or i can tell you the cliff notes. Bane's is an Origin Story so it's A-Ok
