Fullmetal Alchemist is based off of a manga and had an older anime adaptation that came out as it was still being written. The original anime covered the start of the manga quite well and was quite popular but ended up catching up to the manga and became an original story, deviating quite heavilly. Because of the popularity of the original anime, this remake (that more closely follows the original source material) ended up consensing and removing a lot of the earlier content of the story and this episode serves as a general "reminder" of all the major characters so those who know the characters from the original story could get straight into it again. So thats why it just gets into the action straight away leaving plenty of loose threads, the episode was written under the assumption viewers would likely be aware of who these characters were.
