Super late respone, I know, but yes, both versions of Lu were voiced by the same VA. It's Ayane Sakura, who also voices characters such as Fiona Frost (Spy X Family) and Aira Shiratori (Dandadan). For this case in particular, however, the best representation would be her performance in Tsukimichi - Moonlit Fantasy. She voices both Tomoe (same voice she used for Mafia Lu) and Tomoe's fragment/Komoe (regular voice for Lu) in that series. There's actually a considerable overlap in voices between all of these series. Natsuki Hanae voices Okarun (Dandadan), Makoto (MC of Tsukimichi) and Nagumo here. Ayane Sakura voices Aira (Dandadan), Tomoe (Tsukimichi), Fiona Frost (Spy X Family) and Lu here. Saori Hayami voices Yor (Spy X Family), Emma (Tsukimichi) and Osaragi here. There are probably a lot more, but these were the more obvious ones for me.
