While I like the Luck as a transfer of fortune ability theory, I don't see the rationale for telling Luo something like your unluck is a result of her luck, because he arrived at the orphanage after her, and he already had a track record of being unlucky. I maintain that the fundamental mechanism to power in this world is purely a manifestation of will, specifically the Gestalt kind. Your powers are whatever you or the people who believe in you believe they are. I think Nice's arc was the perfect example. Cyan's power may not actually be Luck. People believe she can grant wishes, so she does. We can't know what the lottery ticket means yet. It could be a limitation of her power or a result of her low trust value at the time. I think we'll see Luo's issue being that the Orphanage director "believes" Luo into becoming a villain. This seems like it's easier to do when you have 0 trust value. Luo only has 1 because of Cyan, but her sad song combined with her power may have made the Luo she knows stop existing, making him vulnerable to the Director.
