Listen, you talk a lot about how Toga's parents get a lot of crap. I'm a parent, and figuring out how to parent ain't easy. Even with resources and support, everyone makes mistakes especially with their first child. That said, and giving Toga's parents the benefit of the doubt, if they truly cared for her and were utterly lost, they would have gotten professional help or reached out to anyone else or put her up for adoption (flashbacks didn't suggest any of that, it just showed them being helpless and resorting to abuse). Toga never had a chance to flourish or even understand herself, and the ones that were responsible for guiding and enabling her were too absorbed in their helplessness to do the right thing, and worse, directly abused, contributed to, and inflamed Toga's situation to become the corrupted foundation that started her on that path. Toga and Twice's stories are particularly tragic in that they're people just trying to survive, they didn't inherently have malice, but treated violence as a means of both defense and communication since from their point of view, that's the only way others interacted with them. Like the housecat that turns feral when locked outside. That said, poetically, it would make sense for Toga to survive, to show a contrast between Twice and Toga. The lesson being that a single person reaching out to someone in trouble, even at the last possible moment has the chance to save a life. Whereas Twice was in deep, and no one that could reach out, did. Which is the thing that haunts hawkes as his greatest failure.
