And he always puts his kingdom first. As for that aura challenge thing, the initiator is saying something like, I am standing here in my strength, I am facing you with honesty and majesty, I am being straight with you and serious and I represent my country and people. The response is the same. Elmesia is emphasizing their equality, that the other party is worthy of her true power and face. It's not aggressive. Gazel's problem with Elmesia isn't enmity, it's more a feeling like she's got an advantage over him, and her being much older than him gives her a certain parental vibe in his eyes.

He took a gamble betting on Rimuru when he was still weak. Now he can't back out of the alliance even if he wanted to because he know Tempest could crush him. Apparently, he has history with Elmesia and just witnessed the alliance with Elmesia formed. Here's the thing, whenever he does this aura matchup with potential allies, the person initiation is trying to overwhelm the other to coerce truth-telling or submission. Rimuru casually matches them exactly to communicate their opponent's inability to overwhelm him. But bystanders have to notice that Rimuru is not even trying, he could easily overwhelm them if he wanted to. And those national leaders all know it. They know it would be unwise to not work with him. That's why Luminous turned around so quickly, and Elmesia had 0 hesitation. Gazel was the only one that gave him a hard time, and he's enjoying winning the gamble but is now shitting bricks that his nation could get swallowed up if Rimuru desired it.
