Princess Acerola (who is Shinobu) has a curse which essentially causes everyone who sees her to go insane from her beauty and kill themselves as a sacrifice to her. Deathtopia (the other vampire) is seemingly resistant to this effect, but whenever she gives in to her hunger to try to kill Shinobu, the curse is strong enough to make Deathtopia take her own life instead. Shinobu doesn't actually actively kill her.
