Noor has more power. The scene with him coughing up blood had that ominous heart beat sound. He still hasn't awakened his full potential. And the instructors didn't flunk him, they knew exactly how strong he was and recognized they couldn't teach him. But they each spent a ton of time with him, enough that the princess has heard stories about him from the instructors. Noor just thought he failed, because he's Noor. In one of the early episodes, wizard Santa recalled how strong his flame was. Also, wizard Santa Claus.
