I don't think his reason for not taking immediate action wasn't so much based on "How can it benefit me?", though that's part of it as well, as he needed to evacuate those still in the arena & protect those in the Limia Royal family who chose to stay, & wanted to be there for his students. He also wanted to assess the situation within the arena & within the city before acting. While he is infuriated by the way everyone's been treating him, he's not so heartless as to sit back & let them all die, but he also doesn't want to rush into everything without knowing how to deal with it. That's already burnt him a couple times.
