Last 2 episodes were so dense, that this silly moment between cross dressed Rishe and Arnold felt like a consoling gift to viewers. :D Is this just my impression or has some real bond being formed between them? I mean they're talking like real good friends - heavy subject of warfare but the way they exchange views is kind, somewhat. What I mean is they both respect their opinions.

The Alliance between Rishe and the Prince of Coyolles is that she wants to work together to find a way to save Coyolles. As for Rishe asking to use Theodore's retainers, I think you missed that Theodore had just said that they are his information network.
