I think the grey man is the man Tommy's been haunted by since episode 1. Tommy's killed allot of people but we know he's always been haunted by the 1 moment underground with the man in a grey German uniform with a grey face from tunneling and his green eyes are his only distinctive detail to Tommy. That's why we just saw him attack in the office. Back when ruby said tikna mora obeng, to Tommy that's like a gypsy fortune telling about the devils daughter. This was off the heals of his uncle explaining the shelby curse that took his mum where you have to move around or the guilt catches up with you and think of Tommy's plan to move the family to america. In Tommy's world he's at war with the living and the dead and it doesn't matter whether he's awake or sleeping. Thinking of the past, living in the present or looking at the future of where politics are headed, he sees war. I think that's where the obsession with no limitations comes from cus in his mind if he has any limit everybody he cares about is fucked.
