I think the arc with Hughie's dad is not so much about his dad but about Hughie and how he holds onto people and can't let them go, which ultimately he had to in the end. He was the brave one to end his fathers pain even though just episodes ago he wanted so badly to save him that he was going to use V. It was a nice full circle thing in my mind. Could it also have some foreshadowing, about Butcher maybe?

The farm animals is from the source material the show is based on. Ryan was willing to play with people because he was eased into it, not being domineered by Homelander and it was for a cause he felt was morally just so it was a different scenario than these previous instances. We have to remember Ryan is like 12 years old. Even if you had a strong moral foundation like Ryan did, eventually having that kind of power in the right circumstances is likely going to see some experimenting with it, even if just a little bit. There seems to be limitations to Victoria's power and she remarks on it being hard to use her head popping power on powered individuals, but we don't know beyond that. I do agree it would've filmed better if she at least popped another one or two but I also don't know what its like being chased by Rabies-Roided flying cannibal sheep. The other people outside of Stan were also actively trying to kill her. Thats a situation where she likely will behave in a way to stay alive and protect her and Edgar, and not put much effort in beyond what is necessary for the others. They tried to kill her twice in a minute flat a few days prior in that world, and then Butcher went back on their little deal.

This episode felt sub-par. The V'd up animals is a fun concept but flying vampire sheeps? Also how come they all have exactly the same powers? And why didn't Victoria just make them pop like she did the chicken? I am not sure what Hughie's dad's arc achieves if he dies straight away. Ryan playing with people seemed off character as well.

I think it's okay if you remember that he is abusing drugs. but yeah if that wasn't the intention, it's super out of character for Frenchie.

frenchie is at the lowest point in his life and constantly high so yeah he’s not at his peak… clearly. And the rest of the arcs are not filler at all. They all tie into the main story or directly affect our characters actions. “mid filler” i bet your on your phone half the show anyway

I dunno, it makes Frenchie look like an idiot; when season 1-2 he was the one who had the best ideas. The writers just seem off this season, just my opinion though. Butcher and Homelander arcs are good; the rest is very mid filler.
