I'm a few hours drive from Baltimore, but unfortunately, it's illegal to have pigs insid the city limits where I live.

It is some agreement or something with Baltimore City (I don't know the logistics), but legally they cannot turn down any surrenders. Which means they are at full (and more) capacity at all times. They do their best and do great work. Please adopt from BARCS if you are in the MD area. Or send donations (money or from their wish lists). They need it.
