Japanese culture is different, maybe in how people respect each other’s personal space and act more quietly or gently. In dating too, Japanese people are usually more shy, introverted and take things slower than in Western culture. Also Fern and Stark are in “more-than-friends-but-not-official” stage— they are kind of like casual flirting that teenagers often do :))))
