This episode has a very strong meaninig, the 1st time I watched it I was fuming and praying for Gabi to die, but then you realize she is just a brainwashed kid who witnessed war at her home and saw a lot of people she loves dying, and then you see that she is just the same as Eren and this is an endless cycle.

Zeke was trying to accomplish the same by turning Connie's village into mindless titans. Since he can control them. So that's what happened back there at Season 2 when the Beast titan first appeared, the scouts were searching a wall breach from where the titans came and they didn't find any hole, Zeke created the titans from the village people inside the walls.
