Precisely, Light has genuinely been twisted into believing that he is righteous and "justice in human form", through his actions and his firm believe of what justice is. In his mind, he's protecting and saving people. He's preventing murder, the spread of drugs, crime, etc on top of killing those who he believes deserve this punishment. As a result, anyone trying to catch him or prevent him in any way are effectively "wanting crime to happen, and permitting murder" in his eyes, so are equally as guilty. In judicial terms, he see's it as "obstruction of justice" and is serving them the same sentence

Always loved this episode, that stare of Naomi's is so chilling and paints a thousand different words and emotions, and really shows the length that Light is willing to go to in order to not be found. As an addition, the case that Naomi worked on with L is called "Death Note Another Note: The Los Angeles BB Murder Cases", it's a spin-off novel that's set before Death Note takes place and it does not spoil or ruin any further plot. I'll detail it below if anyone hasn't read it and is interested. I will include spoilers from the book but it won't spoil anything from the show (and this case is only ever mentioned twice in the anime, all details are only in the book). I highly recommend reading this book, so do not read further if you intend to read the novel. Naomi is tasked by L to work alongside a mysterious detective to solve a string of murders, each leaving intricate clues behind and linking each case to the next. The detective is described very similarly to L (such as baggy eyes, hunched over etc) and is very intelligent. By the end of the book, it's revealed that the detective alongside Naomi is named BB (short for Beyond Birthday) and is a figure from L's past, and it was BB who committed these murders and allowed Naomi (and L) to solve the clues he left behind. For his final murder, he intended to create a locked room mystery and burn himself alive to prevent identification and to create a perfect loop of evidence (therefore, would be theoretically unsolvable as you could not prove it in a court) and "beating" L through this unsolvable case was BB's goal. However through Naomi's intelligence and quick thinking, she managed to uncover the plan and prevent BB from burning just in time, and had him arrested. In the end, she had a very quick run-in with L where she passes him, however she never found out that this was L.

I think Light operates on the idea that the "end justifies the means". He's trying to rid the world of evil so to speak, so those who oppose him are protecting the evil he's trying to destroy, hence he thinks they're fair game.
