2025-01-30 00:55:55 +0000 UTCI know they've already finished out season three but the point of the districts on the walls are to be dense populations of humans to draw pure titans so that the military can focus defense on smaller areas instead of the entirety of the walls. While rod reiss isn't acting like a normal titan he is a pure titan so he's drawn to the dense population of orvud district. Evacuating them would draw him to wall Sina which the destruction of would be far more detrimental
