By the way, Lilussees could actually defeat her opponent if she wanted too. But she’s learning her lesson! She knows that while terminating the opponent takes less e-word than containing them, that if she terminates them too quickly Seero’s opinion of her might accidentally improve again! So she has to settle for more e-word now so that Seero doesn’t demand even more e-word later! She’s almost at her limit already!

Hmm, I'll just make the worst assumption about the High-Archon I can and hope he does something less immoral: He's probably got a kill-switch or something on all his slave-soldiers so he can do a ritualistic one-time power-up by sacrificing them.
