I get releasing the soldiers after a deal has been made, but the incredibly powerful and incredibly expensive airships? I guess it makes sense to some degree since they are now subordinates to Emperor Lucius so it is still his military even if they use them, but they were surrendered to Seero, not the Northern Empire.
