Well, it's a bit exaggerated because overzealous murderbot was more fun and to reference that one T2 scene, but analyzing fiction is also fun so I shall attempt to give an explanation: NSLICE-00P was programmed by a supervillain organization that had achieved some manner of dominance by the time of her capture by the Resistance. So, you know, they knew but didn't care if she caused extraneous collateral damage. 00P is also one of the heavier combat enforcers specifically sent out to counter superheroes. So NSLICE-00P wasn't patrolling the streets and keeping the peace, but rather sent in when hostile and heavily armed forces have been confirmed, so her programming tends towards violent responses. She's more like calling in the SWAT team or the Army than your everday officer. And since she's from a superhero universe, a kid throwing a softball in an active combat zone with superpowers involved might be a serious threat, as far as her inventors were concerned, and given the rarity of the Equalizer 00P is an asset they couldn't afford to lose so they would have preferred for 00P to err on the side of trigger-happy. There's also the fact that under her original protocols someone from the organization would have been monitoring her missions, and likely would be approving/denying any specific engagements, since they didn't really want her acting on her own if at all possible and overvalued staying in control. In fact, that whole desire to maintain control might have led them to even prefer overzealous responses, especially towards individuals acting violently towards friendly assets. There were also events that may have changed the nature of society at the time of 00P's capture that would have led to more aggressive escalation policies among her organization, but that gets into spoiler territory for the Faceless Minion so I won't specifically state them here. Just know that the towns of the Empire might represent a more peaceful scenario than NSLICE-00P would have normally been assigned to deal with.

You'd think her programmer would've anticipated that the first kid who threw a softball at her would get Anakin'd. Even the most basic enforcer needs to understand escalation of force and proportional responses to aggression. Most humans do so instinctively.
